CIBSE launches simulation section of Low Carbon Consultants Register

CIBSE has completed the development of the simulation component of its Low Carbon Consultants Register. Building on the success of the operation and design aspects of the register, the simulation category is aimed at those who carry out energy performance calculations. The scheme applies to Criteria 1 of Part L 2006 for buildings other than dwellings. Speaking at the launch, CIBSE’s chief executive Stephen Matthews said, ‘We are delighted that the success of the Low Carbon Consultants Register has allowed us to branch out into the simulation side and further build on the expertise offered by those on the register.’ CIBSE has applied to the Department of Communities & Local Government for approval to operate the simulation element of the register as an accredited scheme. This will allow Building Control Officers to accept carbon-dioxide calculations signed off by the low-carbon consultant without further checking or evaluation. All the major providers of approved simulation software will participate in the scheme, and users of these software packages can now register their competence via CIBSE. Training and examination for this aspect of the register will be carried out by software providers Integrated Environmental Solutions (IES), Hevacomp and Environmental Design Solutions (EDSL). Dr Don Mclean of IES, says, ‘As an alternative to the SBEM engine CLG-approved thermal-simulation software such as IES’s offers building designers a more comprehensive and reliable route for assessing Part L2 compliance for complex and simple buildings. This scheme is particularly important in helping the industry understand how simulation software can be used effectively, not only to ensure regulations compliance but also to achieve energy-efficiency building design.’ Dr Alan Jones of EDSL says, ‘I am pleased to offer UK users this opportunity to have their competence in the use of the Tas Building Designers simulation software for Part L2 compliance recognised by the CIBSE scheme and congratulate CIBSE on developing a scheme which endorses the highest professional standards of design within the industry.’ Dr Tony Baxter of Hevacomp says, ‘This initiative by CIBSE provides a comprehensive vehicle for engineers to be trained and show competence in all aspects of low-carbon design. The simulation register is particularly welcome, and Hevacomp will, in partnership with CIBSE, provide training courses and examinations in the use of Hevacomp software for the calculation of carbon-dioxide emissions rates in accordance with Part L2 of the Building Regulations.’
